Two tweaks:

1.) The WLW plug-in makes the xap file name lower case. This is a problem on hosts that are case sensitive.
2.) Since my blog instance is not in the root, rather it's in the directory "/blog/", I had to modify the Wordpress plug-in to have the root directory be "/blog".
